The issue is that cats have the physical capacity to get into way more dangerous scenarios, because they can easily jump, climb, and squeeze into places that a 3 year old wouldn’t be able to. So even if you have toddler-proofed your house, (which is a massive task by itself) there are still plenty of things that a cat can get into.
