Taiwan and a few islands in the province Fujian are ruled by the Government of The Republic of China, exiled in Taipei. The Chinese Mainland, Hong Kong SAR and Macao SAR are ruled by The Government of The People’s Republic of China, based in Beijing.
Both governments call themselves “China” and nearly agree on China’s territorial claim, including the South China Sea claims. The territorial disagreement between the ROC and PRC is actually regarding Mongolia - Taipei may not recognise Mongolia’s independence.
The disagreement is “who is China”. They both only agree there can be one China, so reject any notion of a country recognising both. So either you recognise the Republic of China as China, or the People’s Republic of China as China. The majority of countries opt to recognise the People’s Republic because they hold most of China.
So it is fair enough to answer “is Taiwan a part of China?” with “yes.” It’s the position of every country and the United Nations that it is, as well as Taipei itself agreeing that it is in fact, China, which the Province of Taiwan is a part of. The whole reason everyone simply calls it “Taiwan” is to not anger the Mainland by calling the Taipei government by their official name, the Republic of China.
The reason for this is because of the Chinese civil war. Both sides fought, the People’s Liberation Army had a better land army, while the Nationalists had a better navy. Neither side has changed it’s claims.
Now, if Taiwan were to attempt to declare Independence, which it hasn’t as it doesn’t claim to not be a part of China (in their eyes they are just a part of China which isn’t ruled by the Communists) then that would be a different matter. Which is what the People’s Republic of China actually cares about. I believe the PRC government and representatives from Taiwan actually have regular meetings regarding cross-strait relations.
