Views of Israel are fairly divided in India (34% favorable, 29% unfavorable).
Modi is hugging also Putin, another war criminal, not sure if this has anything to do specifically with Israel’s popularity in the country.
so the other 30% is neutral.
Or they don’t have an opinion because they are ignorant of the information needed to have an opinion
