Yes all lights flicker. That frequency number is how fast it flickers.
There has been attempts to reduce flicker.
It has to do with how electricity works and the filament in the bulb.
I honestly don’t know the details except that some tech has reduced it in LEDs. They say it no longer has flicker but it’s still there. Just reduced.
