There needs to be way more criminal negligence charges for drivers. You meat literally every definition if you drive recklessly. For less serious violations I like the points system some countries’ drivers licenses have, where different offenses get different points added to your license based on severity, and reaching some threshold voids your license. In China IIRC running a red light twice is enough to get you banned from driving, as they give 6 points and the threshold is 12 points, but a more serious violation like heavy speeding can get you 12 points and immediately disqualify your license, as in the police will tow your car and you have to get a taxi home. And they now have computer vision cameras that detect violations and sanction your license automatically. (Disclaimer, I only heard my relatives talking about this when I was visiting them in China and that was quite a while ago, have no personal experience driving in China at all). IDK how long before until they can reapply though. I think Canada has a similar system but I’ve literally never heard of anyone actually getting them and Canada doesn’t even do a good job of catching unlicensed drivers let alone keeping up with how many points you have.
Personally I’d make it like one of those punch cards restaurants have, but instead of 12 punches getting you a free meal, you get promoted to pedestrian.
Driving like a fucking idiot.
