This is not what it is. You can see the bottom of the v neck in the picture on the right. The cleavage was added to skin that was visible in the original shot. It is not skin that was below the image on the right.

I assumed it was an attempt to mask videos from automatic copyright scanners. Like, the software couldn’t recognize the video as being copyrighted material if the sound was very different from the original audio.
I searched for the quote to find it because I, too, was curious. This is from I Saw the TV Glow, a 2024 film.

I misunderstood your statement. I thought you meant a solid black rectangle along the entire bottom of the image. The picture you posted shows me that you mean a transparent black rectangle in the bottom left corner. The edge of that rectangle lines up exactly with where OPs apparent cleavage appears. The black shirt and their picture hid the rest of the effect. Thank you for helping me see it.
