I swear I’ve seen this before but the image was flipped.

Soda fountains/soda machines dispense the beverages from a large bag of syrup (maybe the straight beverage itself if they are non-carbonated) that is usually like 3 gallons which mixes with CO2. So the Coca-Cola in the image is hooked up to a tube that funnels the syrup into the machine and mixes with the CO2 to create the beverage you want.

I should have clarified that it is HSI that is there, not ICE.

The thing that is being buried by most headlines and maybe articles is that ICE is a part of Department of Homeland Security. One such part of DSH is Homeland Security Investigations. People are conflating the two. HSI has been for many years at such international events with a U.S. presence to conduct investigations regarding international crime and terrorism.
