You’re wanting to take the thing that people use precisely because they don’t want to pay anything and trying to make it not only paid, but a subscription service…….not for me but hey I’m always down to see new things get made. Good luck.
Edit: reading your other comments it seems like you’re just selling VPS’s that you’ll be renting off someone else and marking up, and you’ll just run some software on it that will try to combine stuff that already exists and is easy to set up.
If you’re going to be doing torrenting a nice easy way to do it is with a docker image for torrenting software that has built in VPN functionality. I use a transmission docker image that I put my VPN credentials into and then all traffic from that container goes through the VPN.
For security, use docker for everything and open only the required ports. Use something like Tailscale or RustDesk to access the server, and limit access to only your IP address if possible.

Put it on your website and it will end up on a torrent site if anyone wants it.
Does it count as tracking though? What private or personal data is it? I’d also say that it’s at the very least grey area since all they’re doing is trying to prevent people from using their service in unintended ways, ie without ads.
Their obvious solution to this is make you consent to it or you can’t use YouTube.
Are you talking about on mobile? I don’t think people are hosting kodi and their content on their phones.
You don’t need to have local copies of all your media with kodi. A NAS works just fine.
