You are technically correct, they did transport more than one person. They brought their own convoy of armored cars and whatever else they need to feel safe. From the plane’s cargo measurements on Wikipedia I would estimate that it can carry ~10 cars if you want to be able to just drive in and out of it.
Even though they probably would have had some spare space to move additional things, it doesn’t make sense to me to be super suspicious of the size of the plane.
A C-17 Globemaster is a huge transport aircraft, you don’t use that to simply transport a single person.
