A cell system is just a way to organize a group of people so an attack can’t be traced back to the actual leaders and people funding the attack, since the people in the cell only have enough information to orchestrate the attack.
Yeah you only heard of Bali bombing because it killed many white people. Many attacks have happened since that one. The last suicide bombing was four years ago.
