Another problem is the fact that Chancellor Friedrich Merz is more of a U.S. lobbyist than a representative of the people. The man was (among other things) chairman of the supervisory board of BlackRock Germany until 2020 and owes his entire career to lobbying for American corporations (here is his resume, which says pretty much everything you need to know about him (in German)). Unfortunately, no measures can be expected from him and his government that would promote European digital sovereignty - quite the contrary.
