Iran can withstand the US naval blockade against it for three or four more months before facing severe economic hardship, the CIA told the Trump administration this week, according to a report by The Washington Post on Thursday.
The report also said the CIA has found that Tehran retains “significant ballistic missile capabilities” …
The CIA report flies in the face of public statements by the Trump administration, which has claimed that the vast majority of Iran’s drone and missile capabilities have been destroyed.
The US has said that Iran is running out of storage space for its oil…
Analysts have told MEE that Iran has “weeks” of storage space left.

That’s the historical meaning but it can also mean this (according to Merriam Webster):
3 a: to reduce drastically especially in number
3 b: to cause great destruction or harm to
Yeah, nowadays the word is used from its brutality, not the exact number. The point is not just that every 10th was killed, but that the rest of them were made to do it.
Maybe they do but by ignorance as it originally was used as a punishment for a Roman legion that failed. Every 10th man was executed hence “decimate”.
