President Donald Trump, who has been pressing allies to help safeguard the critical waterway, fumed on Tuesday that the U.S. is not getting support “despite the fact that almost every Country strongly agreed with what we are doing, and that Iran cannot” be allowed to secure a nuclear weapon.
The comma is for enumeration and not for segregation of two sentences. So it makes sense. They just used a comma instead of an “and”.

Yep, both is possible, “and” is less ambiguous.
News title grammar has distinctly different rules from normal language. Extreme brevity and using commas in place of any other punctuation are typical of it.
News title grammar is stupid and I’m rather annoyed at the journalists continuing its use.

Which would be justifiable in print. But this is not print, using it here is suboptimal and silly.
